Right Of Way Department Manager - Houston, Texas
Cobb Fendley's Right of Way Department has a managerial/professional position available. This manager will be responsible for administrative and supervisory work involving a variety of work assignments related to the process of coordinating, investigating, and acquiring real property and involving marketing the department and the firm. Under the direction of the firm's leadership, the ROW manager will be responsible for:
- Marketing Cobb Fendley's ROW services to public and private entities
- Directly supervising ROW personnel, including assigning, directing, evaluating, and reviewing work of subordinate employees; providing on-the-job training; evaluating job performance; selecting new staff members, promoting, and disciplining; and planning, scheduling and coordinating work operations
- Providing assistance to other departments on right-of-way issues
- Preparing and reviewing necessary legal documents for property acquisition, including title research and evaluation
- Assisting the marketing group with developing ROW brochures and responding to governmental RFQs and RFPs.
- Contacting and meeting with the general public, property owners, surveyors, environmental scientists, appraisers, engineers and attorneys regarding right-of-way activities
- Negotiating the acquisition of real property
- Performing reviews and researching various items with right-of-way activities including ownerships, title opinions, parcel sketches, legal descriptions, appraisals, appraisal reviews, maps, and construction plans
- Assigning and managing staff and consultants working on projects for clients in coordination with engineers, appraisers and attorneys
The successful candidate's most important qualifications:
- 3 years experience in a supervisory capacity
- 8 years ROW experience
- Licensed Real Estate Agent or Broker
- Notary Public or eligible
- SR/WA Certification
- High school diploma with bachelors degree in related field preferred
- Valid Texas driver license and good driving record
- Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, and governmental regulations
- Ability to write reports, business correspondence and procedure manuals
- Ability to effectively present information and respond to question from managers, clients, customers, and the general public
- Ability to establish and maintain good working relationships with clients, outside agencies and other company departments
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
- Word processing, spreadsheet applications and general computer knowledge
- Ability to communicate tactfully and effectively with internal and external customers
- Ability to communicate clearly and concisely both orally and in writing
- Ability to prioritize and analyze data and meet multiple deadlines
- Ability to read and analyze real property appraisal reports
- Ability to review and request title reports, easement and other ROW documents
- Knowledge of various appraisal methods
- Knowledge and understanding of local, state and federal guidelines regulations and laws pertaining to ROW acquisition
- Knowledge and use of Uniform Federal Relocation Act and Eminent Domain Procedures
The Right of Way Department Manager will report to the firm's Vice President. Statewide travel in Texas will be required approximately 20% of the time. Acquisition Agent - Houston, Texas
Cobb Fendley's expanding Right of Way Department is looking for experienced ROW agents to acquire ROW for public and private clients. The successful candidate's most important qualifications:
- Minimum 2 years ROW experience - TxDOT-related experience a plus
- Licensed Real Estate Agent or Broker
- SR/WA Certification optional
- Abstracting and deed research experience
- City, County, State and Federal acquisition regulation knowledge
- Capable of working independently to meet aggressive project schedules
- Capable of reviewing ROW plans, legal descriptions and title reports
- Friendly and personable
- Knowledge of conversational Spanish
- Valid Texas driver license and good driving record
